This work that I had originally assumed, icorrectly as being the work of Lee Lawrie, is actually the work of Cal Paul Jennewein. A clipping in one of Lee Lawrie's scrapbooks at the Library of Congress.
According to the article, the figures represent the "nine industries which are [were in 1937] of importance to the economic structure of the British Empire."
