The laws were published after sufficiently discussing and amending existing law, considering all opinions, and then incorporating these elemets into this new body of law.

The laws were then adopted and established the basis of all public and private law, standard throughout the Empire.

A Roman soldier trumpets ther notice. Note the characters known by their tools: the mason, the farmer, the builder and a Plebian woman behind them calling others to come see the new laws.
